PDPA and traveller data: what Singapore tour agencies should check before using any group app

Any tool that touches traveller names, contact numbers or room allocations brings your agency's PDPA obligations with it. Those obligations do not transfer to the vendor.

Less data held is less data to secure, disclose, or explain after something goes wrong.

Five questions worth asking any vendor

  • What personal data is collected, and why? If a field is not needed to run the departure, it should not exist.
  • Where is the data stored, and for how long? Ask for the retention period in writing, not a verbal assurance.
  • Who inside the vendor can see it? Access should be limited and logged.
  • What happens at the end of a departure? Data that no longer serves a purpose should be deleted or anonymised.
  • Can travellers see and correct their own data? Access and correction are traveller rights, not favours.

The quiet risk: data you never needed

Many group tools collect far more than the trip requires, because collection is cheap. Pre-departure checklists are a good example. A traveller ticking off "passport valid six months" is useful to the traveller and of almost no operational value to the agency. Reporting it back creates a record you must then protect.

A reasonable default. Anything that exists purely for the traveller's own benefit should stay on the traveller's own device and never reach the agency at all.

Group chats deserve the same scrutiny

A departure group chat puts every traveller's personal mobile number in front of every other traveller. Whether that is acceptable depends on your notification and consent practices, so it is worth a deliberate decision rather than a default. Ask your own adviser how your agency handles it, and document the answer.

Put it in the vendor agreement

Before a pilot begins, get the data handling terms as a document. It should name the categories of data, the purpose, the retention period, the deletion process, and what happens if something goes wrong.
